PPM30121 is the nationally recognised Certificate III in Pulp and Paper Operations. It prepares you for work as a paper and pulp mill operator. It has been the current version on the national register since 2022, when it replaced PPM30216 and PPM30116. Employers posted about 401 paper and pulp mill operator jobs in June 2026, up 18.4% on a year earlier.
The signals behind this qualification are mixed, and both sides are worth weighing. Specifically: employment in its occupations is projected to grow through 2035, the official shortage list does not rate its occupations in shortage and national enrolments are falling. These are official statistics, not a promise about any individual's result.
Employers are advertising more of these roles than a year ago. Across Paper And Pulp Mill Operator, about 401 jobs were advertised online in June 2026 (up 18.4% on a year earlier). Roughly 4,619 openings were advertised over the last 12 months, while 70 people enrolled in the qualification nationally in 2023. Enrolment counts people in training, not completions, so the two figures describe the pipeline and the market, not a job guarantee.
None of the occupations this qualification leads to is rated as in shortage on the official list. In the 2025 Occupation Shortage List assessment, Boiler or Engine Operator, Bulk Materials Handling Plant Operator, Cement Production Plant Operator, Concrete Batching Plant Operator, Concrete Pump Operator, Paper and Pulp Mill Operator, Railway Signal Operator, Train Controller, Waste Water or Water Plant Operator, Weighbridge Operator and Stationary Plant Operators nec are rated not in shortage.
Employment in these occupations is projected to grow. Government projections put them at 25,500 workers in May 2025, 26,200 by May 2030 (up 3%) and 27,200 by May 2035 (up 6.9%).
Enrolments in this qualification are falling sharply. National enrolments fell from 70 in 2023, the first year it appears in national data, to 0 in 2024 (down 100%).
